Tabnine's enterprise pitch was air-gapped, self-hosted completion trained only on permissively licensed code — the safe choice for banks and defence contractors. That moat narrowed once the frontier providers shipped zero-retention enterprise tiers and on-prem-adjacent deployments through the major clouds. Tabnine survives in genuinely air-gapped environments, which is a real but small market.
