The backstory
Justworks pools small businesses into a single employer of record so they can access benefits packages priced for much larger companies, which is a genuine structural advantage for a twelve-person firm. The competitive picture got harder as Rippling and Gusto bundled payroll with device management, identity and app provisioning, making a payroll-and-benefits-only provider look narrow. The PEO model still wins on benefits cost, and that argument is less visible in a product demo.
