The backstory
Buildkite's hybrid model, their orchestration and your agents, is why large engineering organisations with heavy or security-sensitive builds choose it over fully hosted CI. GitHub Actions is free and Copilot writes the YAML, which pressures every independent CI vendor at the small end. Buildkite is insulated by the fact that its customers moved to it precisely because hosted runners were too slow, too expensive or not allowed, and an explosion of agent-authored pull requests makes all three worse.
